dc.description.abstractDe Nederlandse overheid biedt tijdens de zwangerschap en kort na de geboorte vijf screeningen aan. Het doel van deze screeningen is gezondheidswinst op groepsniveau realiseren, dan wel aanstaande ouders informeren over de gezondheid van hun kind en opties bieden om te handelen. Tijdens de zwangerschap zijn er drie screeningen voor het ongeboren kind: op het syndroom van down, edwards en patau, op infectieziekten en erytrocytenimmunisatie, en op lichamelijke afwijkingen. De screeningen vlak na de geboorte betreffen het gehoor en de hielprik. Om ervoor te zorgen dat de screeningen goed worden uitgevoerd, is het Beleidskader Pre- en Neonatale Screeningen opgesteld. Dit document geeft een overzicht van de wettelijke en beleidsmatige kaders voor deze screeningen. Het ministerie van VWS heeft deze wettelijke kaders vastgesteld. Het beleidskader wordt regelmatig getoetst en is nu aangepast aan de actualiteit. Het Centrum voor Bevolkingsonderzoek (CvB) van het RIVM heeft sinds 2006 de landelijke regie over de vijf screeningen. Dit beleidskader is een instrument om de regie te voeren. De uitvoering van het beleidskader ligt bij de uitvoeringsorganisaties. Het beleidskader beschrijft ook hoe partijen samenwerken die betrokken zijn bij de voorbereiding van, de besluitvorming over en de uitvoering van de vijf screeningen. Voor een goede kwaliteit van de screening is het namelijk belangrijk dat alle logistieke en inhoudelijke processen goed op elkaar aansluiten. Vooral de ‘overgang’ van een uitslag van een screening naar een diagnose en behandeling moet goed zijn geregeld. Partijen binnen de screening en de zorg zijn hiervoor samen verantwoordelijk. Daarnaast staan de kaders beschreven die relevant zijn om de draaiboeken van de screeningen uit te werken. Deze draaiboeken zijn vooral gericht op de wijze waarop de screeningen regionaal worden uitgevoerd.
dc.description.abstractThe Dutch government makes five screenings available during pregnancy and immediately following childbirth. The aim of these is to make health gains at group level and to inform prospective parents about the health of their baby and offer them further options for action. During pregnancy there are three screenings for the unborn child: for Down, Edwards and Patau Syndrome, antenatal screening on infectious diseases and erythrocyte immunisation, and screening for physical abnormalities. The neonatal screening tests concern the child's hearing and the neonatal heel prick. The Policy Framework for Antenatal and Neonatal Screening was developed in order to ensure the proper execution of these screening programmes. They are subject to the legal and policy-related frameworks that are outlined in this document and which were defined by the Ministry of Health, Welfare and Sport. The policy framework is regularly reviewed and has now been adapted to the current situation. The Centre for Population Screening (CvB) at the National Institute for Public Health and the Environment (RIVM) has been responsible for the five screening tests since 2006. This policy framework is a tool that enables the Centre to direct matters, while responsibility for the implementation of the policy framework lies with the operational organisations. The policy framework also sets out the parameters for collaboration between parties involved in the preparation of, decision-making on and execution of the five screening programmes. The reason for this is that adequate alignment of all logistical and substantive processes is key to ensure that the quality of screenings is up to par. Especially the 'transition' from the outcome of a population screening to diagnosis and treatment must be properly organised, for which the parties involved in the screening and in care provision are jointly responsible. In addition, the document sets out relevant frameworks for the elaboration of screening plans. The main focus of these plans is the way in which screenings are conducted at a regional level.
