dc.description.abstractDe evolutionaire economie toont inzicht in de mechanismen achter innovaties, transities en veranderingen in institutionele structuur. Deze theorie kan daarom bijzonder waardevol zijn in de vormgeving van het huidige milieubeleid, dat transities naar een duurzame ontwikkeling als doelstelling hanteert. Dit rapport geeft eerst een overzicht van de belangrijkste literatuur op het vakgebied van de evolutionaire economie, waaruit een aantal centrale concepten van de evolutionaire economie wordt gedestilleerd: diversiteit, innovatie, selectieomgeving, beperkte rationaliteit, padafhankelijkheid, insluiting en co-evolutie. Deze concepten worden gebruikt ten behoeve van een beter begrip van en inzicht in processen van verandering in economische structuur, technologische ontwikkeling en institutionele verandering. Aan de hand hiervan tonen we een aantal inzichten, dat van belang kan zijn voor beleidsmakers, zoals het bewustzijn van historische technologische paden en het creeren van een gelijk speelveld. Vervolgens evalueren we het Nederlandse beleid ten aanzien van energie-innovaties aan de hand van de evolutionair-economische concepten. Hiervoor is gebruik gemaakt van de beschikbare documenten op het gebied van innovatiebeleid, energiebeleid en transitiebeleid. Tenslotte is het evolutionair-economische raamwerk gebruikt om de ontwikkeling van een aantal specifieke technologieen te onderzoeken. . Dit betreft brandstofcellen, kernfusie en fotovoltaische energie (PV). Uit de evolutionair-economische analyse komen een aantal zeer concrete aanbevelingen voor beleid, die deels strijdig zijn met huidige beleidsadviezen en trends in beleid. De case studie toont tevens aan dat evolutionair-economische mechanismen een belangrijke rol hebben gespeeld in de totstandkoming van energie-innovaties in het verleden.
dc.description.abstractEvolutionary economics offers clear insights into the mechanisms that underlie innovations, structural changes and transitions. It is therefore of great value for the framing of policies aimed at fostering environmental innovations and a transition to a sustainable development. This report offers an overview of the main literature on evolutionary economics and derives some core concepts from this theory, namely 'diversity', 'innovation', 'selection environment', 'bounded rationality', 'path dependence and lock-in', and 'coevolution'. These concepts are subsequently used to assess and understand processes of change in economic structure, technological development and institutions, as well as to formulate guidelines for the role of the government and the design of public policies, such as the learning from historical technological pathways and the creation of an extended level playing field. Next, current Dutch policies relating to energy technologies - and related policy documents - are evaluated against the background of the identified concepts and derived policy suggestions. In addition, the developments of certain energy technologies are examined in detail within the adopted evolutionary economics framework. Three particular technologies received attention, namely fuel cells, nuclear fusion, and photovoltaic cells. The evolutionary-economic analysis results in a number of very concrete policy recommendations, which partly conflict with current policy advise as well as current policy developments. The case study further illustrates that evolutionary-economic mechanisms have played an important role in the emergence of energy-innovations in the past.
