Radiologische aspecten van opslag en lozing van afvalstoffen door de fosfaatindustrie

Abstract

Bij de produktie van fosfaatkunstmest uit fosfaaterts komt fosfogips vrij. Dit fosfogips mag door zijn hoge radioactiviteit niet direct verwerkt worden. De verwijdering van radionucliden uit het ruwe gips vindt nog slechts op zeer geringe schaal plaats. Het overgrote deel wordt op land opgeslagen in speciale depots, of in oppervlaktewater geloosd. Europa produceerde in 1991 fosfaatkunstmest met in totaal ruim 4 Mton P2O5, hetgeen gepaard ging met een geschatte fosfogipsproduktie van 19 Mton. De totale Europese fosfaatkunstmestproduktie neemt af sinds 1987. Van negen landen waarvan in het kader van dit onderzoek gedetailleerde kwantitatieve gegevens zijn aangetroffen (Belgie, Frankrijk, Duitsland, Nederland, Noorwegen, Portugal, Spanje, Zweden en Groot-Brittannie) bedroeg in 1991 de gezamenlijke geschatte fosfogipsproduktie ca 11,8 Mton (deze landen produceerden samen ca 63% van de totale Europese fosfogipsproduktie). Hiervan werd 27% geloosd in het oppervlaktewater (3,2 Mton) ; 68% werd op land opgeslagen (8 Mton), en 5% (0,6 Mton) werd verder verwerkt tot produkten die geschikt zijn voor gebruik in de bouw, wegenaanleg etc. Dit laatste vond voor zover bekend uitsluitend plaats in Belgie, door toepassing van een gipsconditioneringsinstallatie, waarmee o.a. radionucliden uit het fosfogips worden verwijderd. De geschatte activiteit (in GBq) geloosd in water respectievelijk opgeslagen op land door genoemde landen in 1991 wordt gegeven.

The production of phosphate fertilizers from phosphate rock following the wet process leads to the generation of phosphogypsum containing large amounts of natural radionuclides. The removal of radionuclides from the gypsum occurs only on a limited scale. The majority is stockpiled on land or discharged into the surface water. Europe produced in 1991 in total over 4 Mton of P2O5, with an estimated 19 Mton of phosphogypsum. Since 1987 the total European production of phosphate fertilizers decreased. For nine European countries detailed information on phosphogypsum production is obtained: Belgium, France, Germany, the Netherlands, Norway, Portugal, Spain, Sweden and Great Britain. In 1991 they generated together an estimated 11.8 Mton of phosphogypsum, which is about 63% of the total European production. 27% is discharged into rivers and seas (3.2 Mton) and 68% is stockpiled on land in special dumpsites (8 Mton). In Belgium the remaining 5% (0.6 Mton) is processed with the aid of a special installation into products suitable to be used in building materials, for road construction etc. The estimated activity (in GBq), discharged in 1991 by the nine countries mentioned above into surface water or stored on land is reported.
